ENVIRONMENTAL MANAGEMENT
We must establish a harmony with the natural environment through support for volunteer efforts in environmental protection and everyone exercising moderation, in order to enable sustainable development, reduce the burden that urban activities place on the environment and ascertain “Guiguinto, an environmental friendly municipality”.
SOLID WASTE MANAGEMENT
CLEAN & GREEN
In accordance with Guiguinto’s VISION of being a sustainable and environmentally balanced urban center, massive campaigns, programs and projects were implemented to preserve and protect the environment. In cooperation with the PENRO, DENR, other government and non-government organizations, various cleaning and greening activities were done.
CLOSURE OF OPEN DUMPSITE & NO SEGRAGATION
We already closed the open dumpsite in Tuktukan and the segregation and waste management was initiated by each barangay. Part of our plan in 2006 is the rehabilitation of the dumpsite.
ESTABLISHMENT OF THE MATERIAL RECOVERY FACILITY
A clean environment is our aim so that numerous environmental protection programs were implemented and executed for the year under review. The Local Government of Guiguinto will give the barangay the authority and opportunity to manage the jurisdiction in the aspect of environmental protection.
Our vision is to establish Material Recovery Facilities and was realized this year together with the turn-over of manpower and budget to the pilot barangays. As planned, we built 4 more Eco Centers or Material Recovery Facilities (MRF) in Brgy. Poblacion, Ilang-Ilang, Tabe and Tuktukan and they are now practicing composting and recycling through the state-of-art machine and equipments altogether with modern and scientific technology on waste segregation and management.
Because the Material Recovery Facility (MRF) located in Barangay Sta. Rita was the very first Ecological Recycling & Composting Center (ECO-CENTER) that was established, huge numbers of visitors, observers, researchers made visits. They were stunned by the facilities and equipments together with the leadership of the stakeholders initiating and managing the kind of environmental management project.
The municipal government also employs street sweepers to handle and maintained the cleanliness of major roads in the municipality.
To properly manage, implement and monitor all these environmental and waste management projects, the local government created the Municipal Ecological Solid Waste Management Board (MESWMB). It has also created a Task Force GECO or the Task Force Guiguinto Environmental Conservation Organization.
Presently, five MRFs are now fully operational and were located in different barangays of Guiguinto namely, Sta Rita, Tabe, Poblacion, Ilang-Ilang and Tuktukan. Barangay Tuktukan established a redemption center, wherein residents would bring their recyclable materials then transport it to the recycling centers and sales proceeds were used to keep the center functional and go to the cooperative where the barangay is the beneficiary.
GENERAL CLEANLINESS
The disposal of dredged material also poses serious pollution problems in the municipal waters. As precautionary measure against the dumping of solid wastes in municipal waters, we ban the disposal of non-biodegradable debris and regulate the disposal of dredge materials. In barangays, the people initiate the cleaning of the drainage canal and surroundings within their respective jurisdictions. The municipality of Guiguinto hired 6 street sweepers that are tasked to clean the major roads of the municipality.
ENFORCEMENT OF MUNICIPAL ORDINANCES
As Continuous implementation and enforcement of Municipal Ordinance #03-A-S93 and #06-S98 resulted the apprehension of 596 lawbreakers that were penalized for the offense of P1, 000 and others performed community services.
REHABILITATION OF GUIGUINTO RIVER
We exerted effort in the rehabilitation of our rivers particularly the Guiguinto River with our future plan of making it a Transport Route in Guiguinto.
URBAN SPACE GREENING
The Local Government of Guiguinto accord high priority to protection land use in all aspects of land management aimed at (a) the protection of critical ecosystems and biodiversity from further human encroachment; (b) regeneration and rehabilitation of degraded land resource; (c) protection of the people from environmental hazards; (d) the preservation, enhancement of and sustainability of the of benefits derived from maintaining the integrity of the locality’s land resources. The development of the present garden industry will not promote commerce and tourism to diversify local economic structure of the locality but most particularly will help protect the environment and maintain the land resources. The local chief executive perceive this potential because the town is observed to be the biggest producer of ornamental plants not only in Bulacan but also in the neighboring provinces such as in Laguna, Cavite and Batangas. This potential is one of the contributing elements in the formulation of the Comprehensive Land Use Plan so that 165 hectares or 6.6% of Guiguinto’s land area is allocated for the improvement and expansion of the existing garden industry. Some of these gardeners even cater to the landscaping needs of some corporation and hotels as far as Visayas and Mindanao.
DRAINAGE & SEWERAGE SYSTEM
With a slope of 0 – 3%, the terrain is generally flat. Thus, the natural drainage is not well defined. However, the municipality of Guiguinto is cris – crossed with secondary and tertiary irrigation canals that serve as the drainage system of the agricultural as well as the built up area. The irrigation canal (creek) on the west boundary of the town serves as the major drainage that flows down to the municipality of Balagtas and Bulacan. In most barangays, the absence of man-made drainage is apparent.
